Program Support

O&M

SPC provides jurisdictional analysis and will then generate schedules for operations and maintenance activities to ensure compliance. We will provide specific O&M forms to document the required activities for record retention.  We can also perform an internal gap analysis which will provide insight to any compliance gaps.

Reporting

SPC provides support for PHMSA hazardous gas and liquid annual reporting.  We will also assist with NPMS hazardous liquid and gas transmission annual reporting along with state specific reporting.

Audit Support

SPC will complete an internal gap analysis in advance of a PHMSA or state audit. This allows any potential gaps to be examined and reviewed.  We are also available to provide support during the audit for your operations and/or regulatory personnel.  

Due Diligence

SPC will assist with M&A support which includes reviewing construction records, cathodic protection records, reporting records, and jurisdictional analysis. We can also participate in field inspections if needed.

Benjamin Malotte

Sr. Compliance Advisor

Ben has more than six years of experience at Environmental Resources Management (ERM), where he built a strong foundation in environmental, health, and safety compliance. He earned the Certified Hazardous Materials Manager (CHMM) credential and obtained the Associate Safety Professional (ASP) certification through the Board of Certified Safety Professionals.

Ben later joined Anadarko Petroleum and Western Midstream, serving as the DOT Compliance Officer. In this role, he acted as the primary point of contact for both federal and state regulators and led company compliance audits. Throughout his tenure, Ben developed a deep understanding of DOT rules and regulations and demonstrated the ability to clearly translate regulatory requirements for company operators, as well as for federal and state auditors. Ben holds a Bachelor of Science degree from Colorado State University.

Ronnie Speer

Founder

Ronnie spent 24 years with Air Liquide working in telecommunications, pipeline operations, and DOT regulatory compliance.  From Air Liquide he moved to Arrington Oil and Gas to oversee the compliance department in the Barnett Shale and Permian Basin operations.  He then directed compliance operations for Chesapeake Energy, Statoil, Anadarko and Western Midstream.  Ronnie garnered extensive experience with oil and gas pipelines and breakout tanks.  He started Spear Pipeline Compliance to help operators meet complex federal (PHMSA/DOT) and state safety regulations. Ronnie received his BS in Industrial Engineering from Lamar University.
